Area Based Insulation Schemes in Argyll and Bute

The Council has delivered Area Based Schemes in Argyll and Bute since 2010. Each year, effort has been focused in specific, identified datazones, targeting areas of high fuel poverty – in line with Scottish Government policy and Argyll and Bute priorities. All private sector dwellings are sent a letter with a call to action, inviting the householder to contact ALIenergy, who arrange for their property to be surveyed and for a referral to be made to the installer for appropriate measures.

The measures on offer are free up to a maximum amount (currently £7500 Scottish Government funds plus Energy Company Obligation funds that will vary depending on the carbon saving achieved by the installed measures in the particular property). The available measures have changed slightly from year to year according to the rules of the available funding streams but have always included solid wall insulation (internal and external), cavity wall insulation and loft insulation. Underfloor insulation has also been offered since 2013. Replacement windows (double glazing) were also offered, in 2013/14 only.

The available schemes have been:

2010/11: Universal Home Insulation Scheme (UHIS), delivered in parts of Dunoon

2011/12: Universal Home Insulation Scheme 2, delivered in parts of Dunoon, parts of Oban and parts of Helensburgh

2012/13: Universal Home Insulation Scheme 3, delivered in parts of Oban, Helensburgh and Dunoon and the surrounding area, National Retrofit Programme pilot, delivered in Oban and north Lorn

2013/14: Home Energy Efficiency Programme Area Based Scheme (HEEPSABS) 1, delivered in Mid Argyll and Kintyre, also offering measures in areas previously covered (Oban, Helensburgh, Dunoon areas)

2014/15: Home Energy Efficiency Programme Area Based Scheme 2, delivered in Bute, also offering measures in areas previously covered (MAK, Oban, Helensburgh) – measures are currently being installed, for completion by end September.

2015/16: Home Energy Efficiency Programme Area Based Scheme 3, delivered in Mull, Iona, Islay Jura and Bute.

Since 2010 the Council has been able to provide around 1,300 energy efficiency measures to households in Argyll and Bute.
